I've got ePSXe 1.9.25 running on my new Surface Pro 4 i5 8GB model, and it simply refuses to display the game correctly. It's always zoomed in to a corner. I've tried turning on "Disable display scaling" in the properties, and while it fixes this issue, as soon as I'm done playing and press ESC, the game freezes, and I see my mouse cursor. Alt+Tab does nothing, and CTRL+ALT+DEL just gives me a black screen, so I'm forced to restart. (Not to mention, everything's tiny as heck in the UI). Setting...
